Short-Term Rental Loans for Jacksonville and the Beaches

Jacksonville is one of the few large Florida cities where an investor-owned short-term rental is not automatically a zoning fight. The harder questions here are usually insurance, flood zones and which of the separate beach cities the property sits in.

In short: LendingStreet finances Jacksonville-area short-term rentals with DSCR loans that, on some programs, qualify on projected nightly-rental revenue instead of a long-term lease. Loans start at $150,000 with no stated maximum, purchases go up to 80% LTV, the minimum credit score is 620 and LLC borrowers are standard. Florida limits how far cities can restrict vacation rentals, but state licensing, tourist taxes, HOA covenants and the rules of Jacksonville Beach, Neptune Beach and Atlantic Beach still decide whether a specific property works.

How Florida law shapes Jacksonville STRs

Florida's vacation rental statute generally prevents local governments from banning short-term rentals or regulating how long or how often guests stay, unless the local rule was on the books before June 1, 2011. Cities can still apply ordinary rules on noise, parking, trash, occupancy and safety, and many do.

For the consolidated City of Jacksonville, which covers nearly all of Duval County, that means a rental in Riverside, San Marco, Arlington or the Southside is usually not prohibited outright. Jacksonville Beach, Neptune Beach and Atlantic Beach are separate cities with their own zoning codes, and some residential districts at the Beaches carry older restrictions on short stays. Check the specific city, not just the county, before you count on nightly income.

HOA and condo covenants are private rules that state preemption does not override. Many master-planned communities in Nocatee, Mandarin and along the Intracoastal set minimum lease terms, so read the declaration before you write an offer.

Licenses and taxes on a Duval County rental

A property rented to guests more than three times a year for stays under 30 days is generally treated as a transient public lodging establishment in Florida and needs a vacation rental license from the Department of Business and Professional Regulation (DBPR). Guests owe Florida sales tax and the Duval County tourist development tax on each stay, and the owner or platform must collect and remit them.

Airbnb and VRBO collect some of these taxes automatically, but direct bookings and some platforms leave the work to you. Budget for registration with the Florida Department of Revenue and the Duval County Tax Collector, and confirm current requirements before your first booking.

Where Jacksonville STR demand comes from

Demand in Northeast Florida is spread across several engines rather than one tourist strip. The Beaches draw summer families and spring visitors. Mayo Clinic's Jacksonville campus and the medical corridor along Butler Boulevard bring patients and families who often stay for a week or more. Naval Station Mayport and NAS Jacksonville create steady mid-term demand from service members in transition.

Event weekends matter too: Jaguars home games at the downtown stadium, the annual Florida-Georgia football game, and The Players Championship at TPC Sawgrass in Ponte Vedra Beach each March. Downtown and San Marco units near the stadium and the Riverfront can price up sharply on those dates.

Investors who want a pure resort market often look south to St. Augustine and St. Johns County, or north to Amelia Island and Fernandina Beach in Nassau County. Each has its own local rules and seasonality, and both are covered by the same DSCR programs.

Qualifying on projected revenue instead of a lease

On some STR programs, the loan is sized on projected short-term revenue, often from a third-party revenue projection for the address, rather than on a 12-month lease. The ratio compares that monthly revenue to the full payment: principal, interest, taxes, insurance and any HOA dues.

Programs differ in how they treat projected revenue, and some apply expense factors or use the lower of projected revenue and an appraiser's estimate. If your projection comes in low, see our guide to low revenue projections. For a home you already operate, booking history can support an STR refinance.

Worked example: a three-bedroom near Jacksonville Beach

This example is illustrative and not a quote. An investor buys a three-bedroom home a few blocks from the ocean for $585,000 in a district that permits short stays. A third-party projection shows average gross revenue of $6,100 a month across the year.

At 75% LTV the loan is $438,750. Estimated principal and interest on a 30-year loan is about $2,919. Taxes are budgeted at $640 a month on the full purchase price with no homestead exemption, and wind plus flood insurance at $520. The total monthly payment is about $4,079.

On the projected figure the ratio is about 1.50x. As a stress test, cutting revenue by a quarter to $4,575 still leaves the ratio at about 1.12x, above the 1.0x standard minimum.

Insurance and flood zones near the coast

Coastal Duval County homes face wind, storm surge and flood exposure, and premiums have risen across Florida. Many properties east of the Intracoastal and along the St. Johns River and its creeks fall in mapped flood zones where flood insurance is generally required.

Get the windstorm and flood quotes, the elevation certificate if one exists and the roof age before your inspection period ends. Insurance on an STR can also cost more than on a long-term rental because some carriers price nightly use separately.

Seasonality and the Jacksonville calendar

Beach demand peaks from spring break through August and softens in late fall and winter, though Northeast Florida's mild winters keep some snowbird and medical traffic coming. Hurricane season, June through November, can bring cancellations in a stormy year.

Downtown and Riverside units ride a different calendar built around football season, conventions and hospital stays. Ask for a projection that shows month-by-month revenue, and keep reserves for the slower months rather than relying on the annual average.

Taxes, closing costs and the non-homestead cap

Florida's Save Our Homes cap applies only to homesteaded primary residences. Investment property is capped differently, at 10% a year on non-school assessed value, and resets to market value after a sale. Budget taxes on your purchase price, not on the seller's bill.

Florida also charges documentary stamp tax on deeds and on mortgage notes, plus intangible tax on recorded mortgages. These show up on your closing statement and should be part of your cash-to-close math.

How LendingStreet handles a Jacksonville STR file

Our investor loans are business-purpose loans on non-owner-occupied property. Send the address, the city it sits in, your purchase price and any revenue projection or booking history. The team will check the ratio on realistic insurance and tax figures and come back with options. You can call (877) 298-1001 or use the form below. Common questions

Can Jacksonville ban my short-term rental?

Florida law generally prevents cities from banning vacation rentals or regulating stay length unless the rule predates June 2011. Cities can still enforce noise, parking, trash and safety rules, and HOAs can restrict rentals.

Are the Beaches part of the City of Jacksonville?

No. Jacksonville Beach, Neptune Beach and Atlantic Beach are separate cities with their own zoning. Some residential districts there have older rules on short stays, so check the specific city.

Do I need a state license for an Airbnb in Jacksonville?

Usually yes. A home rented more than three times a year for stays under 30 days generally needs a DBPR vacation rental license, plus state sales tax and county tourist tax registration.

Can I qualify without a long-term lease?

On some programs, yes. The loan can be sized on projected short-term revenue, often from a third-party projection, compared with the full monthly payment.

Does flood insurance count in my DSCR?

Yes. Required flood insurance is part of the monthly payment, so it lowers the ratio. Get the quote before you finalize your offer.

Can I buy a Jacksonville condo for nightly rentals?

Only if the condo association allows it. Many Jacksonville and Beaches condos set minimum rental periods, and state preemption does not override private covenants.

What about mid-term rentals near Mayo Clinic or the bases?

Furnished 30-day-plus stays for medical visitors and military households are common here. They can be underwritten on a lease or, on some programs, on projected revenue.

Do you finance a beach home I will also use myself?

Our investor loans are business-purpose loans on non-owner-occupied property, so the home must be operated as a rental, not as your residence.
