Pennsylvania Short-Term Rental Loans for the Poconos and Beyond

Within a two-hour drive of New York and Philadelphia, the Poconos are one of the busiest vacation rental regions in the East. Pennsylvania's townships, not the state, decide where those rentals can run.

In short: LendingStreet finances Pennsylvania short-term rentals with DSCR loans that can qualify on projected rental revenue on some programs, starting at $150,000 with no W-2s or tax returns and LLC borrowers allowed. Pocono townships commonly require STR permits and inspections, and Philadelphia generally limits non-primary-residence STRs to zones that allow visitor accommodations. Budget for Pennsylvania's realty transfer tax at closing.

Pennsylvania STR markets

The Poconos are the state's core vacation rental market. Lake Harmony, Lake Naomi, Lake Wallenpaupack, Jim Thorpe, Tobyhanna and the communities around Camelback and Blue Mountain draw skiers, waterpark visitors and summer lake crowds, and many homes sit in large private communities with their own rental rules.

Lancaster County draws visitors to Amish country, Strasburg and the city's downtown. State College fills on Penn State home football weekends and graduation, and Gettysburg draws history travelers. In Philadelphia and Pittsburgh, demand follows sports, hospitals, universities and conventions.

Township and city rules in Pennsylvania

Many Pocono townships require an STR permit, a safety inspection, posted occupancy limits and a local contact who can respond quickly. Private communities such as lake associations often add their own registration and fees, and some ban rentals under a set number of nights. Check both layers.

Philadelphia requires a license for short-term rentals, and units that are not the operator's primary residence generally need zoning that allows visitor accommodations. Pittsburgh requires registration. State College limits STRs in many residential areas, so check before buying a game-day house.

How projected revenue qualifies an STR

A standard DSCR loan compares a property's monthly rent with its full monthly payment: principal, interest, taxes, insurance and any HOA dues. For a short-term rental, some programs replace the long-term lease with a projection of nightly revenue, typically from a third-party revenue report built on comparable listings nearby.

Underwriting looks at the annual revenue figure divided across 12 months, not your best month. Some programs also review the property's own booking history when it has one, and some adjust the projection for expenses or seasonality. Each program sets its own method, so ask how the figure will be used before you lock in a price.

Worked example: Poconos

This example is illustrative and not a quote. An investor buys a four-bedroom Pocono chalet near Lake Harmony for $485,000. A third-party report projects $51,000 in gross annual short-term rental revenue, or about $4,250 a month. Taxes are budgeted at $520 a month, insurance at $150 and HOA dues at $95.

At 75% LTV the loan is $363,750, estimated principal and interest is about $2,581, and the full payment is about $3,346, for a DSCR of about 1.27x. If the year comes in 15% below the projection, the ratio drops to about 1.08x.

At 65% LTV the loan is $315,250, the payment falls to about $3,002 and the DSCR rises to about 1.42x, which leaves more cushion for a slow season in Poconos.

Transfer tax, hotel tax and property taxes

Pennsylvania charges a realty transfer tax at closing, 1% at the state level plus a local share that is often another 1% and higher in some cities, including Philadelphia and Pittsburgh. Short stays are subject to the state hotel occupancy tax, and most counties add their own.

Many Pennsylvania counties have not reassessed in years, so tax bills depend heavily on which county and school district the home is in. Monroe, Pike, Carbon and Wayne counties each have different rates. Pocono homes need winterization, and insurers ask about heating, burst-pipe protection and wood stoves.

Four seasons in the Poconos

The Poconos are more balanced than many vacation regions: ski season, summer lakes, fall foliage and indoor waterparks keep demand going year-round, with weekends carrying most of the revenue. Lancaster is strongest from spring through the holidays. State College earns premiums on about seven home football Saturdays and big university weekends.

Operating costs to plan for

A long-term tenant usually pays the utilities and handles day-to-day upkeep. A nightly guest does not. Plan on cleaning fees, laundry, utilities, internet, consumables, platform charges, more frequent maintenance and management, which for remote owners can be a sizable share of revenue. Budget for furnishing the property, too.

The ratio a lender calculates covers the debt, not these costs. Treat 1.0x as a floor for the loan, not a target for your business, and build your own monthly budget alongside the projection.

Common questions

Do Pocono townships require an STR permit?

Many do, along with inspections and occupancy limits. Private lake and ski communities often have their own rules too. Check both before you buy.

Can I run a whole-home Airbnb in Philadelphia?

Units that are not your primary residence generally need zoning that allows visitor accommodations, plus a city license. Many investors in Philadelphia rent long-term instead.

How much is Pennsylvania transfer tax?

The state charges 1%, and local governments usually add about another 1%, more in some cities. It is a closing cost, not part of the DSCR payment.

Are Pocono HOA dues counted in my ratio?

Yes. Community association dues are part of the monthly payment used to calculate DSCR, so include them in your numbers.

Can I hold the STR in an LLC?

Yes. LLC borrowers are standard on our DSCR loans, and you sign for the loan personally.

Can I pull cash out of an existing Airbnb?

Yes, up to 75% LTV on a cash-out refinance, varying by program. Actual booking history often supports the income on a refinance.

Is 1.0x a hard minimum?

It is the standard minimum, but sub-1.0 programs exist. Lower leverage is the other common fix.
