Short-Term Rental DSCR Loans for Riverside and the Inland Empire

Riverside itself is mostly a long-term rental city. The short-term rental money in Riverside County is an hour or more away, in the Coachella Valley desert, the Idyllwild pines and Temecula's wine country, and each of those places writes its own rules.

In short: LendingStreet finances investor short-term rentals in Riverside County with DSCR loans that can qualify on projected short-term revenue on some programs, with no W-2s or tax returns and LLC borrowers allowed. Loans start at $150,000 with no stated maximum and go up to 80% LTV on a purchase. Inside the City of Riverside, confirm whether a non-hosted whole-home STR is allowed on your parcel before counting nightly income; most Riverside investors buy STRs in permitted desert, mountain or wine country areas instead.

Short-term rentals inside the City of Riverside

The City of Riverside regulates short-term rentals through its municipal code, with registration and transient occupancy tax collection required for legal operators. Whether a non-hosted, investor-owned whole home can operate depends on the current code and the zone, and rules have been revisited over the years. Call the city's planning division with the parcel number before you write an offer that depends on nightly income.

In practice, homes in the Wood Streets, Canyon Crest, Orangecrest or near UC Riverside are usually underwritten on 12-month leases or on 30-day-plus furnished stays for traveling nurses and visiting faculty, which are generally treated as ordinary rentals. Confirm with the city, and check HOA covenants, which in many Orangecrest and Mission Grove tracts limit short stays.

Coachella Valley: the county's main STR market

The desert cities are where most Riverside County STR investors buy, and the rules vary city by city. Palm Springs requires a vacation rental registration certificate, limits the number of rental contracts per year and caps permits by neighborhood. La Quinta and Palm Desert stopped issuing new permits in many residential areas outside certain zones and planned communities. Indio, home to the Coachella and Stagecoach festival grounds, issues STR permits with its own conditions.

Cathedral City, Rancho Mirage, Desert Hot Springs and the unincorporated areas each have separate rules, and some HOAs and country clubs ban rentals under 30 days. Treat every city as its own check.

Idyllwild, Temecula and Lake Elsinore

In unincorporated Riverside County, short-term rentals need a county certificate under the county's STR ordinance, with occupancy limits, a local contact and transient occupancy tax registration. That covers Idyllwild and Pine Cove in the San Jacinto Mountains and much of the Temecula Valley wine country outside city limits. The City of Temecula and the City of Lake Elsinore run their own permit programs.

Big Bear and Joshua Tree are popular with Inland Empire investors too, but they sit in San Bernardino County, which has its own permit system.

Seasonality: desert winters and festival weekends

The Coachella Valley earns most of its revenue from roughly January through April, when snowbirds, golf tournaments and the April festivals at the Empire Polo Club fill homes at peak prices. Summer heat drops occupancy sharply, and many hosts cut prices or block months for maintenance.

Idyllwild runs the opposite way, busy in summer and on snow weekends. Temecula is steadier, with weddings and winery weekends year round. A projection should show the monthly spread, and your reserves should cover a slow summer in the desert.

Worked example: a permitted Indio home

This example is illustrative and not a quote. An investor buys a pool home in Indio for $720,000 with an STR permit path confirmed with the city. A third-party projection shows $86,400 a year, about $7,200 a month on average, with most of it earned January through April.

At 75% LTV the loan is $540,000. Estimated principal and interest is about $3,684. Taxes, including the post-purchase reassessment and any special assessment, are budgeted at $750 a month, and insurance at $260, for a payment of about $4,694. DSCR on the gross projection is about 1.53x; with a 20% reduction it is about 1.23x.

California taxes and insurance on a new STR

Under Proposition 13, your purchase price resets the assessed value, and the county mails a supplemental tax bill for the difference after closing. The base levy is about 1% of assessed value plus voter-approved bonds and special assessments, and many newer desert and Temecula-area subdivisions add Mello-Roos community facilities district charges. Use the full bill, not the seller's.

Insurance is a growing issue across California. Wildfire exposure in Idyllwild and the foothills can limit carrier choices and push some owners to the California FAIR Plan with a separate policy for other coverage. Get a quote before you commit, and add STR-specific liability coverage.

Qualifying on projected short-term revenue

On some programs, the loan can qualify on a third-party revenue projection instead of a lease. Comparables should be permitted rentals with similar bedrooms, pool, and distance to the draw, whether that is the festival grounds, El Paseo or the village in Idyllwild. Some programs count gross revenue and others apply a reduction. If the projection comes in low, a smaller loan or a long-term rent fallback can still get the deal done.

On a refinance, 12 months of operating history from your booking platform statements can carry more weight than a projection.

Getting a Riverside County STR quote

Send the address, the city or county permit status, the price and any projection or operating history. LendingStreet will confirm the property type fits, run the ratio both ways and show a long-term rental structure if nightly use is uncertain. Our investor loans are business-purpose loans on non-owner-occupied property, so second homes you use personally are not a fit. Use the form below.

Common questions

Can I run an investor Airbnb in the City of Riverside?

It depends on the current city code and your zone. Confirm with the city's planning division before you buy, and check HOA rules. Many investors underwrite Riverside homes as long-term rentals.

Which Riverside County cities allow STRs?

Indio issues permits, Palm Springs allows them with registration and neighborhood caps, and unincorporated areas such as Idyllwild need a county certificate. La Quinta and Palm Desert limit new permits in many areas.

Can I qualify on projected revenue for a desert rental?

On some programs, yes, using a third-party projection based on comparable permitted homes.

Why is my tax bill higher than the seller's?

Prop 13 resets the assessed value to your purchase price, and a supplemental bill follows. Mello-Roos charges in newer tracts add to it.

How seasonal are Coachella Valley rentals?

Very. January through April carries most of the year, and summer is slow, so keep reserves.

Is wildfire insurance a problem in Idyllwild?

It can be. Carrier options are limited in high-risk areas, and some owners use the FAIR Plan. Get a quote early.

Can I cash out an existing STR?

Yes, up to 75% LTV, using operating history or a projection on some programs.

What credit score is required?

The minimum is 620. No W-2s or tax returns are needed.
