Short-Term Rental DSCR Loans in Salem and the Mid-Willamette Valley

Salem sits between two of Oregon's busiest getaway regions: Willamette Valley wine country to the north and west, and the coast about an hour away. The capital itself has steadier, quieter demand, which makes it a different kind of short-term rental market than the places its guests drive to on weekends.

In short: LendingStreet finances Salem-area short-term rentals with DSCR loans that, on some programs, qualify on projected nightly revenue instead of a long-term lease. Loans start at $150,000, purchases go up to 80% LTV, the minimum credit score is 620 and LLC borrowers are standard. Before you count on nightly income, confirm the property is allowed as a short-term rental under Salem's zoning code, or the code of the town or county where it sits, and register for lodging taxes.

How Salem regulates short-term rentals

The City of Salem handles short-term rentals through its zoning code and its transient occupancy tax program. Rules can differ for hosted stays, where the owner or a resident is on site, and whole-home rentals with no host present, and they vary by zone. Some uses may need a land use approval. Check with Salem's planning division for the specific parcel before you buy.

Keizer, Silverton, Independence, Monmouth, Dallas and unincorporated Marion and Polk counties each set their own rules, and many subdivisions have covenants that bar rentals under 30 days. West Salem is inside the city but sits in Polk County, so its tax and assessor records are separate from the rest of Salem.

What drives Salem bookings

Salem's guests are a mix of business, family and leisure travelers. The legislature and state agencies bring visitors during sessions, Willamette University and Chemeketa Community College bring families for graduations and move-in weekends, and Salem Hospital draws medical travelers. Late summer brings visitors for the Oregon State Fair at the fairgrounds in northeast Salem.

Leisure guests use Salem as a base for Silver Falls State Park near Silverton, the wineries of the Eola-Amity Hills west of the river, and day trips to the coast and the Cascades. Homes with space for groups and parking for several cars tend to perform best.

Coast, wine country and mountain options

Coastal cities such as Lincoln City and Newport license short-term rentals, and some have limited new licenses in residential zones. Unincorporated Lincoln County has also moved to restrict vacation rentals in residential areas. Rules on the coast have changed several times in recent years, so check the current ordinance for the exact parcel.

In Yamhill County wine country, around McMinnville, Dundee and Dayton, counties and cities regulate STRs differently, and farm and forest zoning can limit what is allowed outside town limits. Detroit Lake and the North Santiam Canyon east of Salem attract summer visitors, though parts of the canyon are still rebuilding after the 2020 wildfires, which affects insurance.

Worked example: a South Salem home near the hills

This example is illustrative and not a quote. An investor buys a four-bedroom South Salem home for $445,000. A third-party projection estimates $40,800 a year, about $3,400 a month. Under Oregon's system the tax bill does not reset on sale; it is budgeted at $330 a month based on the current bill. STR insurance is $160.

At 70% LTV the loan is $311,500. Estimated principal and interest is about $2,125, for a total payment of about $2,615. The DSCR is about 1.30x on the full projection and about 1.04x with the projection cut by 20%. As a fallback, the same home as a furnished 30-day rental at $2,950 a month would run about 1.13x.

Oregon property taxes work differently

Oregon's Measure 50 limits growth in a property's maximum assessed value to 3% a year, and taxes are based on the lower of assessed value and real market value. Unlike California, the assessed value does not reset when the property sells, so the buyer generally inherits the seller's tax base.

That makes the current tax bill a reasonable guide, but not a perfect one. New construction and major additions are added to the assessed value, and new local levies or bonds can raise the bill. Pull the record from the Marion County or Polk County assessor and use the current figure.

Lodging taxes and seasonality

Oregon charges a statewide lodging tax on short-term stays, and many cities and counties add their own transient lodging tax. Booking platforms collect some of these, but you may still need to register. Ask a local tax advisor which apply to your address.

Salem's season runs strongest from late spring through early fall, with wine harvest, the state fair and summer travel. Winters are wet and quieter. Budget on an honest annual average and keep reserves for the slow months.

Insurance and wildfire

The 2020 Labor Day fires burned through the Santiam Canyon east of Salem, and insurers have paid more attention to wildfire risk since. Homes on the wooded edges of South Salem, the Eola Hills and the foothills toward Silverton may see higher premiums or fewer carrier options. Get a quote that names short-term rental use early.

Common questions

Are short-term rentals allowed in Salem, Oregon?

Salem allows short-term rentals under its zoning code, with rules that differ by zone and between hosted and whole-home rentals. Confirm the rules for your parcel with the city.

Can I qualify on projected Airbnb revenue?

On some programs, yes. The loan can qualify on a third-party revenue projection instead of a long-term lease.

Does my Salem tax bill reset when I buy?

Generally no. Under Measure 50, the assessed value carries over to the buyer, though new levies and improvements can change it.

Can I finance a coast rental from Salem?

Yes, if the property can legally operate as an STR. Coastal cities license STRs and some limit new licenses, so check first.

What lodging taxes apply?

Oregon has a statewide lodging tax, and many cities and counties add local lodging taxes. Ask a tax advisor which apply.

How much can I borrow on a Salem STR?

Up to 80% LTV on a purchase, subject to the ratio. Many STR buyers choose 70% to 75% for more cushion.

Can I buy in an LLC?

Yes. LLC borrowers are standard, and you sign for the loan personally.

Do you finance second homes I use myself?

No. Our investor loans are business-purpose loans on non-owner-occupied property.
