Short-Term Rental Loans for Sarasota and Gulf Coast Investors

Sarasota is one of the few major vacation markets where state law, not the city, sets most of the ground rules for short-term rentals. Florida limits how far local governments can go in banning or restricting rental length. That makes the Sarasota coast friendlier to investor STRs than many beach markets, but condo boards, HOAs, flood zones and insurance carriers still decide which properties work.

In short: LendingStreet offers short-term rental DSCR loans for investor-owned vacation homes and condos across the Sarasota area, from Lido Key and Siesta Key to Venice, Englewood, Bradenton and Anna Maria Island, with loans from $150,000, LLC borrowers standard and qualification on projected short-term revenue on some programs. Florida law generally keeps cities and counties from banning vacation rentals outright, though they can require registration and inspections. The two things that most often sink a Sarasota STR are an association that requires 30-day or longer stays and an insurance bill that eats the income.

Florida's rules and what local governments can do

Florida law generally prevents cities and counties from banning vacation rentals or regulating how long or how often they are rented, unless the local rule was in place before 2011. Local governments can still require registration, inspections, parking and occupancy limits, and they enforce noise and trash rules.

Vacation rentals also need a license from the Florida Department of Business and Professional Regulation, and owners must collect Florida sales tax on transient rentals plus Sarasota County's tourist development tax, which the county tax collector administers. Manatee County, which covers Bradenton and Anna Maria Island, has its own tourist tax, and the cities on Anna Maria Island run their own vacation rental registration and inspection programs.

State and local rules have been debated in Tallahassee almost every year, so confirm the current requirements before you buy.

Condos and HOAs: the real gatekeepers

Many Sarasota condos and HOA communities set rental minimums of 30 days, one month, three months or longer, and some limit the number of rentals per year. Florida's preemption does not override an association's recorded documents. A beachfront condo on Siesta Key with a 30-day minimum cannot be an Airbnb no matter what the county allows.

Read the declaration, bylaws and rules before you make an offer, and ask the association for any pending amendments. Underwriters will check, and a short-term revenue projection is meaningless if the building forbids short stays.

After the Surfside collapse, Florida added milestone inspection and reserve study requirements for older condo buildings. Large special assessments are now common in coastal towers, and they affect both cash flow and financing.

Where STR investors buy around Sarasota

Demand is strongest on the barrier islands and close to the beaches, but mainland homes with pools near Siesta Key, downtown Sarasota and Venice also perform well, often with lower insurance costs.

Seasonality on the Gulf Coast

Sarasota's peak runs from January through April, when snowbirds and spring breakers fill rentals and many book monthly stays. Summer brings Florida drive-in families at lower rates, and late summer through fall is the slowest stretch and the heart of hurricane season.

Because winter monthly stays are common, some Sarasota owners mix 30-day-plus winter rentals with shorter summer stays. Revenue projections should reflect that pattern.

Hurricanes, flood zones and insurance

Hurricane Ian in 2022 and Helene and Milton in 2024 flooded and damaged homes across the Sarasota coast, especially on the keys and in low-lying Venice and Englewood neighborhoods. Wind and flood insurance are now the largest operating costs after the loan payment for many coastal STRs.

Many coastal homes are in high-risk flood zones where flood insurance is required. If a home was badly damaged, the FEMA substantial improvement rule can require a rebuild that meets current elevation standards once repair costs pass about half the structure's value. Get the elevation certificate, damage history and insurance quotes before you sign.

Worked example: a Venice canal home

This example is illustrative and not a quote. An investor buys a three-bedroom canal home with a pool in Venice for $875,000, outside any association with rental limits. Property taxes are estimated at about 1.5% of the price because investors do not receive the homestead exemption, and wind, flood and liability insurance at $850 a month.

At 75% of the price, the loan is $656,250. Estimated principal and interest is about $4,477 a month, and the total with taxes and insurance is about $6,421. Projected revenue of $84,000 a year averages $7,000 a month, for a DSCR of about 1.09x.

Florida taxes and closing costs

Investment properties do not get Florida's homestead exemption or its tight cap on assessment increases. Non-homestead property has a separate cap on annual increases for non-school taxes, and the value resets when the property sells, so budget taxes on your price.

Loan terms and next steps

STR DSCR loans start at $150,000 with no stated maximum. Purchases go up to 80% LTV and cash-out up to 75% LTV on some programs, though STR and condo properties can carry lower maximum leverage, varies by program. On some programs, a third-party revenue projection can be used instead of a lease; for a refinance, booking history usually carries more weight. The minimum credit score is 620, 30-year terms are available and LLC borrowers are standard.

Common questions

Can Sarasota ban my vacation rental?

Florida law generally prevents new local bans or limits on rental length, but cities and counties can require registration, inspections and occupancy limits.

Can my condo association stop short-term rentals?

Yes. Association documents can set rental minimums or limits, and state preemption does not override them.

What taxes do Sarasota STRs collect?

Florida sales tax on transient rentals plus Sarasota County's tourist development tax. Manatee County properties pay Manatee's tourist tax.

Do I need a state license?

Vacation rentals generally need a license from the Florida Department of Business and Professional Regulation, in addition to any local registration.

How much does insurance affect the loan?

A lot. Wind and flood premiums go straight into the DSCR and can be the deciding factor on coastal properties.

When is peak season?

January through April, with many monthly winter stays. Late summer and fall are slowest.

Can I qualify on projected revenue?

On some programs, yes, using a third-party projection. Association rules and insurance quotes are checked first.

Do you lend on a vacation home I use myself?

No. Our investor loans are business-purpose loans on non-owner-occupied property.
