Virginia Beach does not treat every neighborhood the same. Whether a house can be a nightly rental depends heavily on whether it sits inside one of the city's short-term rental overlay areas, and that question should be answered before you make an offer.
In short: LendingStreet finances Virginia Beach short-term rentals with DSCR loans that can qualify on projected nightly revenue on some programs, with no W-2s or tax returns and LLC borrowers allowed. Loans start at $150,000 with no stated maximum, purchases go up to 80% LTV, and the standard minimum DSCR is 1.0x. The property has to be able to operate legally as a short-term rental, which in Virginia Beach usually means being in Sandbridge or a designated part of the Oceanfront, or holding a conditional use permit.
Virginia Beach regulates rentals of fewer than 30 days through its zoning ordinance. Short-term rentals are generally allowed in designated overlay areas, chiefly Sandbridge and parts of the Oceanfront resort area, subject to registration, parking, occupancy and safety requirements. Outside those areas, a short-term rental generally needs a conditional use permit approved by City Council, and approval is not automatic.
Every operator must register with the Commissioner of the Revenue and collect the city's transient occupancy and lodging taxes. Rules have changed several times in recent years, so confirm the current status of a specific address with the city's planning department before you buy.
| Area | Typical STR status | What investors check |
|---|---|---|
| Sandbridge | Within an STR overlay area | Registration, parking, special service district tax, flood zone |
| Oceanfront resort area | Parts are within an overlay area | Exact overlay boundary, condo or HOA rules |
| North End, Chesapeake Beach, Shore Drive | Generally needs a conditional use permit | Council approval odds, neighborhood covenants |
| Kempsville, Princess Anne, Green Run | Generally needs a conditional use permit | Most homes suit long-term or 30-day rentals |
If the house you like is outside the overlay areas, many Hampton Roads investors look south to North Carolina's Outer Banks, where Corolla, Duck, Kill Devil Hills and Nags Head are long-established vacation rental markets, or across the Chesapeake Bay Bridge-Tunnel to Cape Charles on Virginia's Eastern Shore. Each town and county has its own registration, occupancy tax and HOA rules.
Inside Virginia Beach, furnished rentals of 30 days or more are another route. Traveling nurses, contractors and military members on temporary orders at NAS Oceana, Joint Expeditionary Base Little Creek-Fort Story and Dam Neck often rent for one to six months. Those are usually underwritten on lease income rather than nightly projections.
Summer drives the year, from Memorial Day through Labor Day, with families from Virginia, North Carolina, Maryland and Pennsylvania. The East Coast Surfing Championships in August and the Neptune Festival in late September extend the busy season. Sandbridge in particular books by the week in summer.
November through March are quiet at the beach. A good revenue projection shows each month so the lender can see how the off season affects the annual number.
Oceanfront condos and hotel-style units behave differently from Sandbridge houses. They book shorter stays, rely more on weekend and event traffic and often carry condo dues and association rental rules. Some condo buildings are not eligible for every DSCR program, so share the association documents early if you are looking at a unit near Atlantic Avenue.
This example is illustrative and not a quote. An investor buys a Sandbridge house for $950,000. A third-party projection shows $105,000 a year in gross revenue, or $8,750 a month.
At 75% LTV the loan is $712,500, with estimated principal and interest of about $4,740. Real estate taxes, including Sandbridge's special service district levy, are budgeted at $770 a month, and wind, liability and flood insurance at $500. The total is about $6,010, for a DSCR of about 1.46x.
If the lender trims the projection to $90,000 a year, monthly revenue is $7,500 and the ratio is about 1.25x.
| Item | Full projection | Trimmed projection |
|---|---|---|
| Purchase price | $950,000 | $950,000 |
| Loan at 75% LTV | $712,500 | $712,500 |
| Monthly revenue used | $8,750 | $7,500 |
| Estimated principal and interest | $4,740 | $4,740 |
| Taxes and insurance | $1,270 | $1,270 |
| Total monthly payment | $6,010 | $6,010 |
| DSCR | About 1.46x | About 1.25x |
Much of Sandbridge and many homes near Back Bay, Lynnhaven Inlet and Rudee Inlet are in FEMA flood zones, where flood insurance is generally required. Wind coverage for hurricanes and nor'easters often carries a percentage deductible. Elevation certificates can help with flood pricing.
Sandbridge property owners pay an additional special service district tax that funds beach replenishment. Include it in your tax budget. Check whether the home has been rebuilt or elevated, since that affects both insurance and condition.
On some programs, a short-term rental can qualify on projected revenue from a third-party report instead of a 12-month lease, and an operating rental can use its booking history. Lenders compare projections with nearby rentals that can legally operate, so a house outside the overlay without a permit gets no credit for nightly income.
If a projection comes in low, a larger down payment can bring the ratio back above 1.0x, and sub-1.0 programs exist for some files.
Virginia charges a recordation tax on deeds and deeds of trust, split between the state and the city, and a grantor tax usually paid by the seller. Virginia Beach reassesses real estate every year, so a recent sale can push the next assessment up. Budget taxes on your purchase price, not the seller's last bill.
Guest taxes collected from renters are a pass-through to the city, not income.
Operating costs on the coast add up: cleaning between weekly turnovers, linens, a local management company, pest control and storm preparation. They are not usually part of the DSCR, but they decide whether the rental works for you after the payment, so price them before you commit.
Send the address, price, overlay or permit status and any projection or booking data. The financing team will confirm whether the property can operate, run the ratio with realistic flood and wind costs and come back with options. Call (877) 298-1001 or use the form below.
