Virginia's vacation rentals stretch from Sandbridge beach houses to cabins on the edge of Shenandoah National Park. Its cities, from Richmond to Arlington, mostly require the host to live there.
In short: LendingStreet finances Virginia short-term rentals with DSCR loans that can qualify on projected rental revenue on some programs, starting at $150,000 with no W-2s or tax returns and LLC borrowers allowed. Virginia lets localities run STR registries, and rules vary widely: Virginia Beach allows STRs mainly in Sandbridge and its oceanfront overlay, while Richmond and Arlington generally require the rental to be the operator's primary residence.
Virginia Beach is the largest beach market, with Sandbridge homes and oceanfront condos booking heavily in summer. Chincoteague draws families to Assateague, and the Northern Neck and Chesapeake Bay towns offer quieter waterfront stays.
Inland, Page County and Luray sit at the edge of Shenandoah National Park and are a busy cabin market, and Massanutten Resort near Harrisonburg draws skiers and waterpark visitors. Smith Mountain Lake is a summer lake market, and the Charlottesville area draws wine country, wedding and University of Virginia visitors.
| Market | Typical property | What drives bookings | Rule to check |
|---|---|---|---|
| Virginia Beach (Sandbridge, oceanfront) | Beach houses, condos | Summer beach trips | STRs mainly allowed in overlay districts |
| Luray and Page County | Cabins | Shenandoah National Park, caverns | County registration and zoning |
| Massanutten and Smith Mountain Lake | Resort homes, lake homes | Skiing, waterpark, boating | County and resort rules |
| Richmond and Arlington | Row houses, condos | City travel | Generally limited to primary residences |
Virginia law allows cities and counties to require STR registration, and many do. Virginia Beach allows STRs mainly in Sandbridge and its oceanfront resort overlay, with permits required elsewhere. Richmond and Arlington generally allow short-term rentals only in the operator's primary residence, and Charlottesville and Albemarle County have their own homestay rules.
In rural counties like Page, Shenandoah and Madison, STRs are often allowed with registration or a zoning permit, but some areas have tightened rules as cabin numbers grew. Ask the county zoning office for the specific parcel and check HOA covenants.
DSCR stands for debt service coverage ratio: monthly income divided by the monthly payment, including taxes, insurance and HOA dues. A 1.0x ratio means the income just covers the payment. For nightly rentals, some programs let that income come from a third-party revenue projection rather than a signed lease.
The projection should match the property you are actually buying: same bedroom count, similar finishes and a location that guests compare directly. Programs differ in whether they discount the projection, average it with market rent or require booking history on a refinance, so confirm the method early.
This example is illustrative and not a quote. The property is a three-bedroom cabin near Luray and Shenandoah National Park, priced at $455,000. The revenue projection is $43,000 a year, so about $3,583 a month counts as income. The payment also includes $230 a month in property taxes and $150 for insurance.
A 75% LTV loan of $341,250 carries estimated principal and interest of about $2,421. All in, the payment is about $2,801 and the DSCR is about 1.28x, or about 1.09x if revenue lands 15% under the projection.
Dropping to 65% LTV makes the loan $295,750, the payment about $2,478 and the DSCR about 1.45x. More equity buys margin against a soft season.
| Item | 75% LTV | 65% LTV |
|---|---|---|
| Loan amount | $341,250 | $295,750 |
| Estimated principal and interest | $2,421 | $2,098 |
| Property taxes | $230 | $230 |
| Insurance | $150 | $150 |
| Total monthly payment | $2,801 | $2,478 |
| Projected monthly revenue | $3,583 | $3,583 |
| DSCR | About 1.28x | About 1.45x |
| DSCR if revenue is 15% lower | About 1.09x | About 1.23x |
Virginia applies state and local sales tax to short stays, and localities add transient occupancy taxes that differ across the state. Virginia also charges recordation taxes on deeds and on deeds of trust at closing, so the mortgage itself carries a closing tax.
Coastal properties in Virginia Beach and the Chesapeake region may need flood insurance and face higher wind premiums. Mountain cabins may sit on steep gravel roads and face wildfire questions. Property tax rates are set by each city and county.
Virginia Beach and Chincoteague peak from June through August. Shenandoah-area cabins see strong demand from spring through fall, with October foliage the busiest stretch, and weekend demand from Washington-area visitors year-round. Smith Mountain Lake is summer-weighted, and Massanutten has winter and summer peaks. Charlottesville-area homes add spikes for UVA graduation, football and fall wedding weekends.
Lenders size the loan on the payment, but you run the business. Expect to pay for turnovers and cleaning, linens, utilities and Wi-Fi, guest supplies, repairs from heavier use, platform service fees and, if you are not local, a property manager. Furniture and setup costs come before the first guest arrives.
Because most programs measure coverage on gross revenue, a thin ratio can hide a negative cash flow once those costs are paid. Give yourself margin by keeping leverage moderate or choosing a property with a strong revenue history.
Our investor loans are business-purpose loans on non-owner-occupied property. You qualify on the rental, not your job, and you can close in an LLC.
Send the address, purchase price or current value, target loan amount and whatever revenue data you have. The financing team will run the ratio at more than one leverage level and tell you which programs fit. You can use the form below or call (877) 298-1001.
Mainly in Sandbridge and the oceanfront resort overlay district. Elsewhere, a permit is generally required. Confirm with the city for the address.
Richmond generally limits STRs to the operator's primary residence. Investors there usually rent long-term with a standard DSCR loan.
Cabins near the park draw weekend visitors from the Washington area and peak in fall. Check county registration rules and road access before buying.
Yes. Virginia charges recordation tax on deeds of trust as well as deeds. It is a closing cost, not part of the monthly payment.
Some programs qualify it on a third-party revenue projection based on comparable listings. That is the usual path on a purchase.
The minimum is 620. Stronger credit and more equity can open more program options. No W-2s or tax returns are required.
