Short-Term Rental Loans for Washington, DC Investors

Washington, DC is one of the hardest places in the country to run an investor-owned Airbnb. The District limits short-term rentals to a host's primary residence, so a rowhouse or condo bought as a nightly rental generally cannot operate legally.

In short: Inside the District, an investor-owned whole-home short-term rental generally is not allowed, because DC law ties short-term rentals to the host's primary residence. LendingStreet finances STR DSCR loans for DC-area investors in markets where nightly rentals are permitted, such as Shenandoah Valley, mountain lake and beach towns, with no W-2s or tax returns and LLC borrowers allowed. Loans start at $150,000 with no stated maximum, purchases go up to 80% LTV, and on some programs the loan can qualify on projected nightly revenue.

What DC law allows

DC's short-term rental law, administered by the Department of Licensing and Consumer Protection, limits rentals of under 30 days to a host's primary residence. A host can rent rooms while living there, and can rent the whole home while away for a limited number of nights each year. A second home, a rental rowhouse or an investment condo does not qualify. Hosts need a license, and platforms are required to show license numbers.

For an investor, that means nightly income from a DC property generally cannot be used to qualify for a loan. We do not finance homes a borrower lives in, so DC properties are underwritten on long-term or 30-day-plus rents instead.

The close-in suburbs are similar

Many nearby jurisdictions, including Arlington County and Montgomery County, also tie short-term rentals to the host's primary residence or a homestay model. Rules in Alexandria, Fairfax County and Prince George's County have their own registration and occupancy requirements. Do not assume a suburban condo or townhouse can run as an investor STR; check the county code and any HOA or condo rules first.

In practice, most DC-area investors who want nightly rental income buy one to three hours away.

Where DC investors buy short-term rentals

Popular drive-to markets include Shenandoah Valley towns such as Luray and the Massanutten area, Deep Creek Lake in western Maryland, the West Virginia eastern panhandle around Harpers Ferry and Berkeley Springs, and the beaches of Ocean City, Maryland, and Rehoboth and Bethany in Delaware. Each has its own license, occupancy tax and zoning rules, and some counties have tightened them in recent years.

Demand from the DC region is strong on weekends and holidays, and mountain markets add fall foliage and winter traffic. A projection should show month-by-month revenue.

Drive time matters for management. Most DC owners use a local cleaner and property manager in the rental's town, and those costs are higher in remote mountain areas. Budget them before you buy, even though they do not usually enter the DSCR.

Worked example: a Shenandoah Valley cabin

This example is illustrative and not a quote. A DC investor buys a cabin near Luray for $450,000 in an area where short-term rentals are permitted. A third-party projection shows $54,000 a year in gross revenue, or $4,500 a month.

At 75% LTV the loan is $337,500, with estimated principal and interest of about $2,245. Rural Virginia property taxes are budgeted at $190 a month and insurance at $260. The total is about $2,695, for a DSCR of about 1.67x.

If the lender trims the projection to $46,000 a year, monthly revenue is $3,833 and the ratio is about 1.42x.

Furnished 30-day rentals inside DC

Rentals of 30 days or more fall outside DC's short-term rental rules and are treated as rental housing. Government contractors, interns, medical residents near the hospital centers and people relocating for work rent furnished units by the month in neighborhoods like Capitol Hill, Navy Yard, Columbia Heights and Foggy Bottom.

These rentals still need DC's rental housing business license and must follow tenant protections. For loan purposes, they are generally underwritten on long-term market rent rather than higher monthly furnished rates.

Licensing and taxes in the markets you choose

Virginia counties, Maryland counties and Delaware beach towns each set their own short-term rental registration, inspection and lodging tax rules. Page County and Shenandoah County in Virginia, Garrett County in Maryland and Sussex County beach towns all have separate requirements. Confirm the rules for the specific parcel and whether a permit stays with the property after a sale.

Lodging taxes collected from guests are a pass-through, not income, when you read a projection.

Qualifying on projected revenue

On some programs, a permitted short-term rental can qualify on a third-party projection rather than a lease, and an operating rental can use its booking history. Lenders compare projections with nearby rentals that can legally operate. If a projection comes in low, a larger down payment can lift the ratio, and sub-1.0 programs exist for some files.

Mountain and lake properties may have wells, septic systems, steep driveways or private roads. Those affect appraisal and insurance, so flag them early.

Using DC equity for an STR purchase

Many investors own DC rowhouses or condos that have built equity. A DSCR cash-out refinance on a DC rental, up to 75% LTV with rent covering the new payment, can fund the down payment on a short-term rental elsewhere. Cash-out seasoning varies by program.

Another route is to keep the DC property on a long-term lease and use its steady rent to support a portfolio. Owners with five or more rentals across DC and the drive-to markets can look at a blanket portfolio loan, which combines properties on one loan qualified on total cash flow, with properties in more than one state allowed on some programs.
