Wilmington investors who bought converted houses and rowhomes several years ago often have more equity than they realize. A DSCR cash-out refinance turns that equity into cash for the next purchase, qualified on rent instead of your tax returns.
In short: LendingStreet offers DSCR cash-out refinances on 1-8 unit rentals in Wilmington and New Castle County up to 75% LTV, with no W-2s or tax returns required. The rent has to cover the new payment at the program minimum, 1.0x on standard programs, and the minimum credit score is 620. Because a refinance is not a sale, Delaware's realty transfer tax generally does not apply, which keeps cash-out closing costs lower than a purchase.
The new loan can be up to 75% of the appraised value. From that, you pay off the existing loan and closing costs and keep the rest. Two limits apply at the same time: the LTV cap and the DSCR test on the new, larger payment. On a property with modest rent, the DSCR test may cap the loan below 75%.
Maximum LTV can be lower on 5-8 unit buildings and larger balances; it varies by program.
Run both tests before you set your expectations. Divide the rent by the payment at 75% LTV. If the ratio falls below 1.0x, reduce the loan until it clears, or ask about sub-1.0 programs if your credit and reserves are strong.
This example is illustrative and not a quote. An investor owns a fourplex near Trolley Square that now appraises at $560,000, with $220,000 left on the current loan. A cash-out refinance at 75% LTV is $420,000. After paying off the old loan and about $12,000 in estimated closing costs, the investor receives about $188,000.
The four units rent for $1,275 each, $5,100 in total. Estimated principal and interest on the new loan is about $2,937, taxes $470 and insurance $240, for a payment of about $3,647 and a DSCR of about 1.40x.
If the appraisal comes in lower than expected, the loan is sized down to 75% of the actual value. Keep your purchase plans flexible until the appraisal is back.

With the countywide reassessment values in effect for 2025, many Wilmington rentals carry a different tax bill than they did when purchased. The appraiser and underwriter will use the current figure, so check it before you estimate how much cash you can pull. A higher tax line lowers the DSCR and can reduce the loan.
If the new assessment looks wrong, the county has an appeal process. A successful appeal lowers the bill and can improve the ratio on a future refinance, so it can be worth reviewing your assessment notice before you apply.
Many cash-out programs require you to own the property for a period before the loan can be based on the new appraised value, especially after a rehab. The required time varies by program; see the cash-out seasoning guide. If you bought recently with a hard money or bridge loan, a rate-and-term refinance may be the better first step.
Appraisers compare your property to recent sales of similar buildings nearby. In mixed blocks, that can mean comparing a well-renovated conversion to rowhomes that sold in rough condition. Give the appraiser a list of improvements, current leases and any recent nearby sales of renovated multi-unit houses.
If the building has been fully renovated since purchase, the appraiser needs to see it. Schedule access to every unit, and let tenants know in advance, since a locked unit can delay or weaken the report.
Common uses include a down payment on the next rental, paying off a higher-cost loan on another property, funding a rehab, or building reserves. If you own five or more rentals, a blanket portfolio loan can cash out several properties at one closing.
Before you take cash, decide what it is for and keep a reserve. A cash-out loan carries a larger payment, and a vacancy or a large repair on an older Wilmington building can come at any time.
Converted houses in the Highlands, Cool Spring and Trolley Square often have the most equity, because rents for well-kept apartments near Rockford Park and Delaware Avenue have risen over the past decade. They also carry the most underwriting questions: is every unit licensed, are units separately metered, and is the layout consistent with the number of units the city recognizes.
Clearing those questions before the appraisal saves time. A converted 2-4 unit building counts the combined rent of every legal unit, and 5-8 unit buildings are eligible too, though maximum LTV can be lower.
You will still pay lender fees, title insurance, appraisal, recording and attorney fees, but not the realty transfer tax that applies on a sale. Confirm the final figures with your closing attorney, since the closing is typically handled by a Delaware attorney.

Include the purchase date and any improvements since then, since both affect seasoning and the appraisal.
If you own rentals elsewhere in Delaware, mention them too; several properties can sometimes be refinanced together.
Up to 75% of the appraised value on standard programs. It can be lower on 5-8 unit buildings and large balances.
A refinance is not a transfer of title, so the realty transfer tax generally does not apply. Confirm with your closing attorney.
It can. A higher tax bill raises the monthly payment and lowers the DSCR, which can limit the loan size.
No. The loan qualifies on the property's rent. Credit, reserves and the property itself still matter.
It varies by program. Some require a seasoning period before using the new appraised value.
Yes. LLC borrowers are standard on DSCR loans.
The minimum loan is $150,000, so a single low-value rowhome may not reach it. Combining several rentals on a blanket loan can work.
The unlicensed unit may not count toward rent or value. Resolve licensing first, or size the loan on the legal units only.
