DSCR · Portland Rate-and-Term Refinance

Refinance a Portland Rental Into a Long-Term DSCR Loan

Portland is one of the few places where a rental's tax bill does not reset when it sells. Oregon's Measure 50 caps growth in assessed value, so taxes are often predictable. The harder parts of a Portland refinance are the tenant rules and the city's infill permits.

In short: Yes. LendingStreet offers DSCR rate-and-term refinances on Portland-area rentals with 1 to 8 units, replacing short-term or maturing debt with a loan that qualifies on the rent instead of your personal income. Loans start at $150,000 with no stated maximum, leverage reaches 80% LTV on some rate-and-term programs, and most programs look for a 1.0x DSCR and a 620 credit score. In Portland, most refinances are older single-family homes, duplexes and infill units, and Oregon's statewide rent cap and Portland's tenant rules mean the current lease rent is what drives the ratio.

Who refinances rentals in Portland, and why

Portland's rental demand comes from healthcare, tech in Hillsboro and Beaverton, the port and a large young workforce. Much of the stock is older bungalows and Old Portland homes, plus newer infill duplexes, triplexes and ADUs built under the city's residential infill rules.

Investors often finance infill builds or renovations with short-term money, then refinance once units are complete and leased. A rate-and-term DSCR refinance moves the property to a 30-year payment on the combined rent.

Where Portland-area rentals are refinanced

How rate-and-term differs from cash-out

In a rate-and-term refinance, the new loan covers the payoff of your current debt plus closing costs, and you walk away with little or no cash. That is why leverage can go higher than on a cash-out: up to 80% LTV on some rate-and-term programs, compared with up to 75% LTV for cash-out.

Investors in Portland usually choose rate-and-term when the goal is a better payment or a longer term, not new money. If you do want to pull equity, our Oregon cash-out page covers that path.

A Portland refinance, run through the numbers

This example is illustrative and not a quote. A two-unit infill duplex in Montavilla was finished with a construction loan, and both units are leased for 12 months. It appraises at $720,000 and rents for $4,800 a month. The construction loan balance is $490,000, with an interest-only payment of about $4,696 a month.

A rate-and-term DSCR refinance of $502,000 covers the payoff plus about $12,000 in estimated closing costs, roughly 70% LTV. Estimated principal and interest on a 30-year fixed loan is about $3,382. With taxes of $500 and insurance of $200, the monthly payment is about $4,082, for a DSCR of about 1.18x.

The new payment is about $1,314 a month lower than under the construction loan, and it is fixed for 30 years instead of coming due. The ratio clears the 1.0x standard minimum.

How a Portland appraisal sets value and rent

The appraiser decides two numbers that matter here: the value, which sets your LTV, and the market rent, which most programs compare with the lease to calculate DSCR. In Portland, infill units are compared to similar new construction, and older homes to renovated homes nearby.

Measure 50 and the assessed value

Oregon taxes property on assessed value, which generally cannot grow more than 3% a year under Measure 50, and the assessed value is often well below market value. Unlike many states, the tax bill usually does not reset when the property sells. New construction and major additions are added to the roll, though.

Oregon has no mortgage recording tax, and Washington County's transfer tax applies to sales, not to a refinance. Check the Multnomah, Washington or Clackamas County record for the actual bill.

Because Measure 50 values do not reset on sale, two similar homes on the same street can have very different tax bills. Use the actual bill for the property, not an estimate based on price.

Ice storms, earthquakes and older homes

Winter ice storms bring down trees and power lines, and older homes have aging roofs, wiring and foundations. Earthquake coverage is optional and adds cost, but many owners consider it given the Cascadia risk. Get a current quote.

Rent caps, relocation payments and infill permits

Oregon caps yearly rent increases on most units more than 15 years old, and Portland requires relocation payments to tenants in certain no-cause terminations and large rent increases. Use current lease rent in your DSCR math.

Portland's residential infill rules allow up to four units on most residential lots. Make sure any added units were permitted and have final inspections before the appraisal.

Portland also has tenant screening and security deposit rules that apply to many rentals. Following them keeps leases enforceable, which matters when the appraiser and underwriter rely on your lease rent.

Getting from short-term debt to a 30-year loan

Most investors start the DSCR refinance once the property is leased and about two months before the short-term note comes due. How long you need to own the property first, and whether the appraised value or your cost basis is used, depends on the program. In Portland, that often means an infill duplex or a renovated bungalow that is fully leased.

Common questions

Does Oregon's rent cap affect a DSCR refinance?

It limits yearly increases on most older units, so use current lease rent rather than projected increases.

Will my Portland taxes jump after I buy?

Usually not as much as in other states. Measure 50 limits assessed value growth, and the bill generally does not reset on sale.

Can I refinance infill units built under Portland's rules?

Yes, if they were permitted, finaled and leased. The loan qualifies on the combined rent.

Do you refinance rentals in Gresham and Beaverton?

Yes. We look at 1-8 unit rentals across Multnomah, Washington and Clackamas counties.

Can I refinance into an LLC?

Yes. LLC borrowers are standard on DSCR loans, and a refinance is a common time to move title into an entity.

What is the minimum loan and credit score?

Loans start at $150,000 with no stated maximum, and the minimum credit score is 620.

How soon after buying can I refinance?

Seasoning varies by program. Some programs can use the appraised value sooner than others. Our seasoning guide explains the options.
