Short-Term Rental Loans for Chattanooga-Area Investors

Chattanooga draws visitors year-round to the riverfront, Lookout Mountain and the outdoor scene, but inside the city, where you buy matters more than what you buy. Most residential neighborhoods do not allow new non-owner-occupied vacation rentals, so the first question on any Chattanooga STR is the zoning map.

In short: LendingStreet finances Chattanooga-area short-term rentals with DSCR loans that, on some programs, qualify on projected short-term rental revenue instead of a long-term lease. Loans start at $150,000, purchases go up to 80% LTV (often less on STRs, varies by program), and no W-2s or tax returns are needed. The property has to be able to operate legally as a nightly rental under city or county rules, which in Chattanooga usually means a permitted zone, a qualifying condo building or a nearby town that allows vacation rentals.

How Chattanooga treats non-owner-occupied vacation rentals

The City of Chattanooga separates vacation rentals where the owner lives on site from those where nobody lives there. Owner-occupied home stays have their own permit path, but that does not help an investor, because our investor loans are business-purpose loans on non-owner-occupied property.

For non-owner-occupied short-term vacation rentals, the city generally limits new permits to designated areas, mostly downtown, parts of the Southside and other commercial or mixed-use zones, rather than the single-family streets of North Shore, St. Elmo or Highland Park. Existing permits do not always carry over to a new owner. Before you write an offer, confirm with the city that the specific parcel can receive a permit and what the application requires.

If the answer is no, the property can still work as a long-term or 30-day-plus rental on a standard DSCR loan, but the lease, not the nightly projection, will set the ratio.

Where investors look for STR-eligible property in the region

Because the core city is selective, many Chattanooga-area investors look at downtown condo buildings that allow nightly stays, or outside the city to mountain, lake and river areas where demand is strong and local rules may be looser. Each town and county sets its own rules, so treat the table below as a list of places to research, not a list of approvals.

Permits, Tennessee taxes and registration

Short stays in Tennessee are generally subject to state and local sales tax plus local hotel or occupancy taxes, and platforms collect some but not always all of them. Hamilton County and the City of Chattanooga each have occupancy tax rules, and Georgia-side properties on Lookout Mountain follow Georgia and Walker or Dade County rules instead. Ask a local tax professional which registrations you need before your first booking.

Tennessee has no state income tax on wages, which helps some out-of-state buyers, but rental income from a Tennessee LLC can still raise state business tax questions. Your CPA should review the structure.

Seasonality in a Chattanooga projection

Chattanooga has a long season compared with beach markets. Spring and fall bring hikers, climbers and families, summer brings river and lake traffic, and fall color weekends on Lookout and Signal Mountain fill quickly. January and February are the soft months, especially for mountain cabins.

Event weekends, college sports, races and festivals create spikes that are easy to overweight. A good projection uses a full year of comparable listings rather than peak-weekend pricing, and your own budget should assume a slow winter.

Qualifying on projected short-term revenue

On some programs, we qualify a Chattanooga STR on a third-party revenue projection for the property rather than a long-term lease. The projection is compared with the full monthly payment, including principal, interest, taxes, insurance and any HOA dues, using the program's method for converting annual revenue into a monthly qualifying figure.

If the projection comes in low, see our guide to STR loans with a low AirDNA projection. If you already own a performing rental, an STR DSCR refinance can use its booking history instead.

Worked example: a downtown condo in a permitted building

This example is illustrative and not a quote. An investor buys a two-bedroom condo in a downtown building where the city zone and the HOA both allow nightly rentals. The price is $425,000. A third-party projection estimates about $61,000 a year in gross bookings, and the program counts $3,700 a month as qualifying income.

At 75% LTV the loan is $318,750. Estimated principal and interest on a 30-year term is about $2,202 a month. Taxes are budgeted at $400, insurance at $165 and HOA dues at $340, for a total payment of about $3,107. DSCR is about 1.19x, above the 1.0x standard minimum.

Property taxes, insurance and mountain properties

Tennessee taxes residential property on a 25% assessment ratio, and in Chattanooga a home inside city limits carries both city and Hamilton County levies. Properties in Red Bank, East Ridge, Signal Mountain or unincorporated areas have different combined bills. Use the actual parcel record when you run the numbers.

Mountain cabins can have steep driveways, private roads, septic systems and wildfire or tree exposure that affect insurance. Lake and river homes may sit in flood zones. Get insurance quotes for a short-term rental use, not a standard landlord policy, before you finalize the ratio.

What LendingStreet needs for a Chattanooga STR file

Send the address, price, expected revenue and target leverage through the form below or call (877) 298-1001. We review whether the property can qualify on projected revenue, run the ratio at a few loan amounts and tell you what documents the file needs, including the permit or zoning confirmation and the HOA rules.

Common questions

Can I run an Airbnb anywhere in Chattanooga?

No. The city generally limits new non-owner-occupied vacation rental permits to designated zones, mostly downtown and commercial or mixed-use areas. Confirm the parcel with the city before buying.

Do you finance owner-occupied home stays?

No. Our investor loans are business-purpose loans on non-owner-occupied property, so an owner-occupied home stay permit is not a fit.

Can I qualify without a long-term lease?

Yes, on some programs. We can use a third-party projection of short-term revenue for the property instead of a lease.

What if the city denies a permit after I buy?

Then the property has to work as a longer-term rental. That is why we recommend confirming permit eligibility before closing and running a long-term rent scenario as a backup.

Do Lookout Mountain properties follow Chattanooga rules?

Only if they are inside city limits. Lookout Mountain spans several towns and two states, so the governing rules depend on the exact parcel.

What is the minimum loan amount?

DSCR loans start at $150,000 with no stated maximum.

Can I refinance a Chattanooga STR I already own?

Yes. An STR DSCR refinance can use the property's booking history, and cash-out goes up to 75% LTV depending on the program.
