Lancaster County draws millions of visitors to Amish farmland, Strasburg's railroads, Sight and Sound's stage shows, downtown Lancaster's restaurants and the Lititz main street. That demand is real. Whether a particular house can legally serve it depends on which of the county's dozens of townships and boroughs it sits in.
In short: LendingStreet finances short-term rentals across Lancaster County with DSCR loans that can qualify on projected nightly-rental revenue on some programs, with no W-2s or tax returns and LLC borrowers allowed. Loans start at $150,000 with no stated maximum, purchases go up to 80% LTV and the standard minimum DSCR is 1.0x. Each municipality writes its own zoning, so confirm that tourist or short-term lodging is permitted at the address before relying on nightly income.
Pennsylvania leaves most land-use decisions to local municipalities, and Lancaster County has around 60 of them: the City of Lancaster, boroughs such as Lititz, Ephrata, Strasburg, Columbia and Mount Joy, and townships such as East Lampeter, Leacock, Paradise, Manheim and Lancaster Township. Some allow short-term rentals by right in certain districts, some require a special exception or conditional use approval, and some limit them to owner-hosted stays.
Inside the City of Lancaster, rental units are subject to the city's rental licensing and inspection rules, and short-term rentals have their own zoning treatment. Rules change, so call the zoning officer for the specific municipality and get the answer in writing if you can.
| Area | What drives bookings | What to check first |
|---|---|---|
| Downtown Lancaster city | Restaurants, Central Market, Fulton Theatre, hospital and college visits | City zoning for STRs, rental license and inspection |
| East Lampeter, Leacock, Paradise (Bird-in-Hand, Intercourse) | Amish country touring, family trips | Township zoning district, parking, septic capacity |
| Strasburg area | Strasburg Rail Road, Sight and Sound, train museum | Borough or township rules, group size limits |
| Lititz and Ephrata | Main street shopping, festivals, wedding venues | Borough zoning and any STR permit |
Most visitors drive in from Philadelphia, Baltimore, Washington, New Jersey and New York for long weekends. Families and church groups come for the theater and farm attractions, couples come for downtown dining and inns, and wedding guests fill barn venues around the county. Penn Medicine Lancaster General Hospital and Franklin and Marshall College bring visiting families and medical travelers, and Hershey is less than an hour away.
Larger homes that sleep groups often outperform small units, but they also face more scrutiny on occupancy limits and parking, especially in boroughs with narrow streets.
Summer and fall are the strongest seasons, with foliage, harvest and festival weekends filling quickly. The weeks around Christmas are busy with holiday shows and markets. January through March is the slow stretch, and some operators shift to medium-term stays for traveling nurses during those months.
On some programs we can qualify the loan on a third-party revenue projection instead of a lease. A projection should reflect all twelve months. If it comes in lower than expected, see /str-loan-low-airdna-projection.html for structures that still work.
This example is illustrative and not a quote. An investor buys a four-bedroom home for $425,000 in a township zoning district that permits short-term lodging. A third-party projection shows about $43,200 a year, or $3,600 a month. Taxes are budgeted at $520 a month and an STR insurance policy at $140.
At 75% LTV the loan is $318,750. Estimated principal and interest is about $2,229, for a total payment of about $2,889. The DSCR is about 1.25x, above the 1.0x standard minimum. Cleaning, utilities, supplies and platform fees are paid from your cash flow, so plan for them in your own budget.
| Item | Amount |
|---|---|
| Purchase price | $425,000 |
| Loan at 75% LTV | $318,750 |
| Estimated principal and interest | $2,229 |
| Property taxes | $520 |
| STR insurance | $140 |
| Total monthly payment | $2,889 |
| Projected monthly revenue | $3,600 |
| DSCR | About 1.25x |
Pennsylvania's hotel occupancy tax generally applies to stays of fewer than 30 consecutive days, and Lancaster County levies its own hotel room rental tax. Some booking platforms collect and remit part of these taxes; confirm which ones they handle for your listing and register for the rest.
Pennsylvania property taxes are dominated by the school district levy, and Lancaster County's school districts set different millage, so two similar homes a few miles apart can carry very different bills. The county does not reassess every year, which keeps bills stable but makes the seller's current bill a reasonable starting estimate. Pennsylvania's homestead exclusion only applies to a primary residence, so use the full bill.
Many tourist-area homes are older farmhouses or brick colonials. Ask about septic capacity for larger groups, well water testing and the age of the heating system, and get the insurer's view before you commit.
If you already run a successful nightly rental and want to pull equity or lower your payment, booking history helps support the revenue. Cash-out goes up to 75% LTV on DSCR programs, and seasoning varies by program. Our STR refinance guide at /str-dscr-refinance.html explains what to gather.
If a municipality will not permit nightly stays, a furnished rental of 30 days or more can still work in Lancaster, serving traveling nurses, corporate visitors and families relocating to the area. Those properties are usually underwritten on long-term market rent, so check that the ratio works at that rent too. It is also a sensible fallback to test even when STRs are allowed, because zoning rules and demand can both change over the life of a 30-year loan.
Our investor loans are business-purpose loans on non-owner-occupied property. Send the address, municipality, price and any projection or booking history through the form below, or call (877) 298-1001. We will run the ratio, flag zoning questions and show options alongside our Pennsylvania STR programs.
It depends on the municipality. The city, boroughs and townships each set their own zoning, and some allow STRs only in certain districts or with approval.
Rental units in the city are subject to rental licensing and inspection, and STRs have their own zoning rules. Confirm current requirements with the city.
Pennsylvania's hotel occupancy tax generally applies to stays under 30 days, and Lancaster County has a hotel room rental tax.
On some programs, yes. We can use a third-party revenue projection instead of a long-term lease to calculate the DSCR.
Summer and fall are strongest, with a busy holiday season. Late winter is the slowest period.
Residential homes with modest acreage can work; large acreage, working farms and agricultural use are reviewed differently and may not fit.
The minimum credit score is 620, and LLC borrowers are standard. Stronger credit and lower leverage generally open more program options, especially on larger group homes.
Our investor loans are business-purpose loans on non-owner-occupied property, so the home must be operated as a rental business.
