Wilmington investors usually face two separate STR questions: what the city allows inside its limits, and what the beach towns a short drive away allow. The answers are different, and the financing has to follow the one that applies to your address.
In short: LendingStreet finances short-term rentals in the Wilmington area with DSCR loans that can qualify on projected nightly rental revenue on some programs, with no W-2s or tax returns and LLC borrowers allowed. Loans start at $150,000 with up to 80% LTV on a purchase and a 620 minimum credit score. Inside the City of Wilmington, whole-house STRs in residential districts are regulated through zoning, so many investors focus on Carolina Beach, Kure Beach, Wrightsville Beach, Topsail and the Brunswick County islands, where vacation rentals are long established.
The City of Wilmington began regulating whole-house short-term rentals in residential districts in 2018. A 2022 North Carolina Court of Appeals decision in Schroeder v. City of Wilmington struck down the city's registration and lottery system, because state law limits rental registration requirements, and the city has revised its approach since. Rules still differ between residential districts and downtown commercial or mixed-use districts.
In practice, a historic house near downtown or a cottage in Forest Hills may or may not be usable as an STR depending on its zoning district and the current ordinance. Confirm with the city's planning staff, in writing if you can, before you underwrite on nightly revenue. If the answer is unclear, size the loan on a long-term lease and treat any STR income as upside.
The beach towns have operated as vacation rental markets for decades. Each town sets its own zoning, parking and occupancy rules, and HOAs in newer subdivisions can add rental limits of their own.
| Area | County | What investors buy | Check before closing |
|---|---|---|---|
| Carolina Beach and Kure Beach | New Hanover | Older cottages, raised homes, condos near the boardwalk | Town zoning, parking, flood zone |
| Wrightsville Beach | New Hanover | High-value homes and duplexes, condos | Town rules, HOA or condo bylaws |
| Topsail Beach, Surf City, North Topsail Beach | Pender and Onslow | Oceanfront and soundside homes | Town rules, erosion and flood history |
| Oak Island, Holden Beach, Ocean Isle Beach, Sunset Beach | Brunswick | Family beach houses, canal homes | Town rules, wind and flood insurance |
| Leland and Hampstead | Brunswick and Pender | Newer homes near the beaches | HOA leasing limits |
North Carolina's Vacation Rental Act covers rentals of less than 90 days and sets rules for rental agreements, deposits and the handling of advance payments. Many owners hire a local vacation rental manager who handles this; if you self-manage, read the act.
Stays under 90 days are also subject to state and local sales tax plus local room occupancy tax. Booking platforms collect some of these taxes but not always all of them, so confirm with the county and the town what you must file yourself. Budget those taxes, cleaning and management as real costs even when a program qualifies you on gross projected revenue.
Summer drives most beach revenue, with spring and fall shoulder weeks and a quiet winter. A Carolina Beach cottage might earn most of its year between Memorial Day and Labor Day. That matters for reserves: your mortgage payment is the same in January as in July.
Projected revenue reports used for qualifying reflect this pattern on an annual basis. Ask for monthly detail as well so you can plan cash for the slow months and for hurricane season, which runs June through November.
This example is illustrative and not a quote. An investor buys a three-bedroom Carolina Beach cottage for $640,000. A third-party projection estimates gross nightly revenue of $70,800 a year, or $5,900 a month. Taxes are budgeted at $340 a month and wind, flood and liability coverage at $520 a month.
At 75% LTV the loan is $480,000 and estimated principal and interest is about $3,274 a month, so the total payment is about $4,134. On the full projection, DSCR is about 1.43x. Some programs apply a haircut to projections; at 80% of projected revenue, $4,720 a month, DSCR is still about 1.14x, above the 1.0x standard minimum.
| Item | Full projection | 80% of projection |
|---|---|---|
| Loan amount (75% LTV) | $480,000 | $480,000 |
| Estimated principal and interest | $3,274 | $3,274 |
| Taxes and insurance | $860 | $860 |
| Total monthly payment | $4,134 | $4,134 |
| Monthly revenue used | $5,900 | $4,720 |
| DSCR | About 1.43x | About 1.14x |
Coastal New Hanover, Pender and Brunswick properties often need separate wind coverage, sometimes through the state's coastal insurance pool, plus flood insurance in mapped flood zones. Premiums and deductibles vary a lot by elevation, construction year and distance from the ocean.
Insurers commonly stop binding new policies while a named storm threatens the coast. If your closing falls in late summer or early fall, get the policy bound early so a storm watch does not delay funding.
If you already own a Wilmington-area STR with booking history, an STR DSCR refinance can use that history or a projection, depending on the program. Cash-out goes up to 75% LTV, and seasoning rules vary by program. Investors often use that cash for the next beach purchase or to pay off a bridge loan used to buy and furnish the property.
Our investor loans are business-purpose loans on non-owner-occupied property. Send the address, price, projected or actual revenue and your insurance quote, and we will run the ratio at a few loan amounts. Call (877) 298-1001 or use the form below to get a quote. For statewide rules and other NC markets, see our North Carolina STR page.
It depends on the zoning district and the city's current ordinance. Whole-house STRs in residential districts have been regulated since 2018 and the rules have changed after litigation. Confirm with city planning before you buy.
Carolina Beach, Kure Beach and Wrightsville Beach in New Hanover County, Topsail Beach, Surf City and North Topsail Beach to the north, and Oak Island, Holden Beach, Ocean Isle Beach and Sunset Beach in Brunswick County. Each town has its own rules.
On some programs, yes. A third-party revenue projection can stand in for a long-term lease. Some programs use a portion of the projection, so leave room in the ratio.
Taxes collected from guests are usually passed through, but they are still your filing responsibility. The DSCR itself compares revenue to principal, interest, property taxes, insurance and any HOA dues.
It can. Insurers often stop binding new coverage while a named storm threatens. Bind your policy early in the process during hurricane season.
Often, if the condo bylaws allow short stays and the project meets program requirements. Review the association's budget, insurance and rental rules.
The minimum is 620. Stronger credit and lower leverage generally improve the terms you are offered.
Timing depends on the appraisal, the revenue projection and insurance. If you need speed to win a contract, a bridge loan can close in as little as 10 days and refinance into an STR DSCR loan later.
