Wisconsin Short-Term Rental Loans for Lakes, Door County and the Dells

Wisconsin has thousands of lakes and one of the clearest state laws on short-term rentals. Towns can regulate STRs, but they generally cannot ban rentals of seven days or more.

In short: LendingStreet finances Wisconsin short-term rentals with DSCR loans that can qualify on projected rental revenue on some programs, starting at $150,000 with a 620 minimum credit score and LLC borrowers allowed. A 2017 state law limits local bans on rentals of seven days or longer, though towns can set minimum stays and cap rental days. Most STRs also need a tourist rooming house license, and Madison limits STRs to the operator's primary residence.

Wisconsin STR markets

Door County, from Sturgeon Bay to Fish Creek, Ephraim, Egg Harbor and Sister Bay, is the state's premier summer market. Wisconsin Dells draws families to its waterparks year-round, and Lake Geneva attracts Chicago-area visitors to the lake and its resorts.

In the Northwoods, Minocqua, Eagle River, Hayward and Rhinelander offer lake cabins for summer fishing and winter snowmobiling. Green Bay homes fill on Packers home game weekends, and Milwaukee sees demand during Summerfest and other events.

Wisconsin's state law and local licensing

Under a 2017 state law, cities, villages, towns and counties generally cannot ban rentals of seven days or longer, but they can require a seven-day minimum, cap rentals at 180 days a year, and require permits and inspections. That means nightly rentals may be restricted while weekly rentals are protected. Madison allows tourist rooming houses only in the operator's primary residence.

Most STRs need a tourist rooming house license from the state or the local health department, which includes an inspection. Many lake associations and condo boards add their own rules.

What lenders do with an STR revenue projection

DSCR stands for debt service coverage ratio: monthly income divided by the monthly payment, including taxes, insurance and HOA dues. A 1.0x ratio means the income just covers the payment. For nightly rentals, some programs let that income come from a third-party revenue projection rather than a signed lease.

The projection should match the property you are actually buying: same bedroom count, similar finishes and a location that guests compare directly. Programs differ in whether they discount the projection, average it with market rent or require booking history on a refinance, so confirm the method early.

Running the numbers on a Door County STR

This example is illustrative and not a quote. The property is a three-bedroom cottage near Egg Harbor in Door County, priced at $525,000. The revenue projection is $52,000 a year, so about $4,333 a month counts as income. The payment also includes $560 a month in property taxes and $140 for insurance.

A 75% LTV loan of $393,750 carries estimated principal and interest of about $2,794. All in, the payment is about $3,494 and the DSCR is about 1.24x, or about 1.05x if revenue lands 15% under the projection.

Dropping to 65% LTV makes the loan $341,250, the payment about $3,121 and the DSCR about 1.39x. More equity buys margin against a soft season.

Room taxes, sales tax and lake-country insurance

Wisconsin applies state and county sales tax to short stays, and many municipalities add a room tax. Platforms collect some of these, but local room tax registration is common.

Northwoods cabins often rely on wells and septic systems, which need inspection, and winter brings snow loads, frozen pipes and heating costs. Waterfront homes may carry higher insurance and flood questions. Property taxes vary widely by municipality and school district, so use the current bill.

Summer lakes, fall color and snowmobile season

Door County and the Northwoods earn most of their income from June through October, with fall color weekends extending the season. Northwoods cabins on snowmobile trails can add winter revenue. The Dells and Lake Geneva have year-round demand, with summer the strongest. Green Bay game weekends are few but valuable. Because weekly rentals are protected by state law, many Door County and Northwoods owners already price by the week in summer, which the projection should reflect.

Your operating budget, beyond the loan payment

Lenders size the loan on the payment, but you run the business. Expect to pay for turnovers and cleaning, linens, utilities and Wi-Fi, guest supplies, repairs from heavier use, platform service fees and, if you are not local, a property manager. Furniture and setup costs come before the first guest arrives.

Because most programs measure coverage on gross revenue, a thin ratio can hide a negative cash flow once those costs are paid. Give yourself margin by keeping leverage moderate or choosing a property with a strong revenue history.

What the loan looks like

Our investor loans are business-purpose loans on non-owner-occupied property. You qualify on the rental, not your job, and you can close in an LLC.

Common questions

Can a Wisconsin town ban my short-term rental?

Generally not for rentals of seven days or longer, under a 2017 state law. Towns can set a seven-day minimum, cap rentals at 180 days a year and require permits.

Do I need a tourist rooming house license?

Most Wisconsin STRs do, from the state or the local health department, and an inspection is usually part of it.

Can I run an investor-owned Airbnb in Madison?

Madison limits tourist rooming houses to the operator's primary residence, so investors there usually rent long-term.

Will a seven-day minimum hurt my projection?

It can. Make sure the revenue projection reflects any local minimum stay, since weekly-only rules change both occupancy and pricing.

Do you refinance existing vacation rentals?

Yes. Both rate-and-term and cash-out refinances are available, and actual revenue history can be used. Cash-out seasoning varies by program.

What if the ratio comes in below 1.0x?

Sub-1.0 DSCR programs exist for some files. More down payment can also lift the ratio by lowering the payment.

Can a brand-new listing qualify without past bookings?

Yes, on some programs. A third-party projection of short-term rental revenue can stand in for history on a purchase. Existing STRs can use their actual bookings.
