Blanket Portfolio Loans for Syracuse and Onondaga County Investors

Syracuse is a market where many landlords own ten, twenty or more modest houses and two-families, each worth well under $250,000. That is a strong base for cash flow and a hard one for financing, because each property on its own is often too small for the long-term loan its owner wants.

In short: LendingStreet offers blanket portfolio loans that combine five or more Syracuse-area investment properties, each with 1 to 8 units, under one loan with one closing and one payment. The loan qualifies on the portfolio's combined rent, with no W-2s or tax returns, and release provisions let you sell individual properties without refinancing the rest. Properties in the city and suburbs such as Salina, Liverpool and North Syracuse can be combined, with portfolio pricing and LLC borrowers standard.

Why small balances push Syracuse investors to a blanket

Individual DSCR loans start at $150,000. A Syracuse single-family bought for $140,000 or a two-family bought for $180,000 can fall below that at normal leverage, which leaves many landlords holding properties free and clear, on short local bank notes or on private loans.

A blanket loan solves the size problem by combining the properties into one balance. It also replaces multiple renewals, escrow accounts and insurance policies with one, and lets strong properties support weaker ones in the portfolio ratio.

For owners who have been paying cash for houses, a blanket loan can also turn that equity into capital for the next purchase without selling anything, while keeping the whole portfolio on one long-term payment.

Where Syracuse portfolios are built

Local portfolios tend to concentrate in neighborhoods with sturdy older housing and steady demand: Eastwood on the northeast side, Strathmore and Onondaga Park on the southwest, Tipperary Hill on the west side, and Westcott and the University area to the east. The Northside, Near Westside and Southside offer lower prices with more turnover and more repair needs.

Many owners also hold suburban homes in Salina and Mattydale, North Syracuse, Liverpool, Solvay and Camillus. Interest in the northern suburbs has grown since plans for a large semiconductor campus in the Town of Clay were announced, but a blanket loan is underwritten on today's rents, not expected future demand.

Rental registry and inspections

The City of Syracuse requires many non-owner-occupied one- and two-family rentals to register with its rental registry and pass inspections, and the city has added lead paint requirements for older rentals. A blanket file will ask about each city property's registry status and any open code violations.

Keep a schedule showing each property's registry certificate, inspection dates and open items. Suburban towns and villages have their own rental or occupancy rules.

The appraiser will visit each property as well, so plan for access to occupied units and give tenants notice.

Worked example: six Syracuse-area rentals

This example is illustrative and not a quote. An investor owns six rentals worth a combined $1,150,000: two-families in Eastwood and Westcott, a two-family in Strathmore, a single-family on Tipperary Hill, and single-families in Mattydale and North Syracuse. Total rent is $12,400 a month.

A blanket loan at 70% of combined value is $805,000. Estimated principal and interest on a 30-year term is about $5,492 a month. Taxes across the six parcels are about $2,600 a month, reflecting high New York property and school taxes, and insurance about $850, for a total payment of about $8,942. Portfolio DSCR is about 1.39x.

Selling one property with a release

Each property carries an allocated share of the loan. When you sell one, you pay its release amount, usually the allocation plus a premium the program sets, and the lien is removed from that property alone.

In the example, the Mattydale house worth $175,000 carries an allocated loan of about $122,500. If the program set the release at 110% of allocation, the payoff would be about $134,750, leaving roughly $670,250 on the other five. Those five still need to clear the program's ratio on their own.

New York taxes and recording costs

Taxes are the biggest expense after debt service on most Syracuse rentals. City bills include the school levy, while suburban properties receive separate school and town-county bills. Use actual full-year amounts for every parcel, and remember that owner exemptions such as STAR do not apply to investor-owned property.

New York charges a mortgage recording tax on new mortgages. On a blanket refinance, ask your title company whether existing mortgages can be assigned and consolidated so tax is paid only on new money; that can save a meaningful amount on a large portfolio.

Tenant law in New York

New York's 2019 tenant protection law limits security deposits to one month's rent and sets rules on application fees, late fees and notices for rent increases and non-renewals. Check whether the City of Syracuse has opted into the state's good cause eviction law and how it would apply to your properties. Keep leases and notices organized by property; they are part of a clean blanket file. Student-heavy portfolios near the university should also track lease start dates, since many leases turn over at once each summer.

Common questions

My Syracuse houses are worth under $200,000 each. Can I still get long-term financing?

Yes. A blanket loan combines five or more properties into one balance, so the $150,000 minimum applies to the total, not each house.

Can I mix city and suburban rentals?

Yes. Properties in Syracuse and suburbs such as Salina, Liverpool and North Syracuse can be combined, as long as each is a 1-8 unit investment property.

Does the rental registry matter for a blanket loan?

It can. Properties without current registry certificates or with open violations may need to be cleared before they can be included.

What happens if I sell one house?

You pay its release amount and the lien is removed from that house only. Release terms vary by program.

Will I pay mortgage recording tax again on a refinance?

New York charges recording tax on new mortgages. Ask your title company about assigning and consolidating existing mortgages to reduce it.

Can I include a rental outside New York?

Some programs allow properties in more than one state. Ask about multi-state portfolio loans.

Can I take cash out of my Syracuse portfolio?

Yes, up to 75% of combined value on some programs, if the portfolio still clears the ratio at the new payment.

Can my own home be included?

No. Every property must be a non-owner-occupied investment property.
